Main Purpose of Job

The main purpose of this full-time position will be to:
  • Provide specialized technical assistance to the Office of Equal Opportunity Programs (OEOP) in investigating complaints of discrimination and unfair work practices.
  • Engage in alternative dispute resolution strategies with internal and external contacts.
  • Develop and conduct necessary civil rights training and outreach.
  • Prepare, review and analyze statistical, investigative and/or audit reports and position statements.
  • Administer compliance reviews and act as MDH's respondent representative for equal opportunity administrative hearings and fact-finding conferences.
  • Make recommendations to executive management and human resources where appropriate with consultation from OEOP management.
  • Interpret, apply and oversee the application of civil rights laws, agency policy and rules to accomplish state, federal regulations and MDH and/or OEOP specific goals.
This position will also require:
  • Excellent investigative summary/position statement writing skills.
  • Strong interpersonal skills.
  • The ability to manage several investigations simultaneously.
  • The ability to work independently and collaboratively.
  • The ability to strongly demonstrate integrity, and understand the need for confidentiality and objectivity.
NOTICE : This position is hybrid telework eligible.

MINIMUM QUALIFICATIONS

Education : Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience : Six years of administrative staff or professional work.

Notes :

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Experience investigating complaints of discrimination end-to-end.
  • Experience with and knowledge of employment law, including but not limited to Title VI/VII, ADAAA, LEP, FMLA, etc.
  • Experience assisting in case management.
  • Experience handling complex EEO matters, with multiple issues or parties, and a significant caseload.
  • Experience conducting, delivering, and formatting training related to EEO and Equal Access.
  • Experience screening and assessing incoming internal investigative complaints.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
