Role: Business Systems Analyst Accela / Community Development

Location: Sacramento, CA (Onsite/Hybrid as required)

Overview

A Community Development Agency is seeking a journey-level Business Systems Analyst to support the re-engineering of permitting and workflow processes. This role will focus on gathering requirements, improving operational efficiencies, and ensuring successful implementation and adoption of new features within the County s permitting system, Accela .

Responsibilities

• Elicit, analyze, and document business and technical requirements.
• Organize requirements into clear, actionable documentation.
• Prepare meeting minutes, action items, and next steps.
• Collaborate with developers to ensure clarity of requirements throughout the development cycle.
• Develop software test plans and user guides.
• Conduct quality assurance testing to ensure system reliability and adherence to requirements.
• Train end-users on new and existing software systems for effective adoption.
• Contribute to project documentation, including proposals, schedules, change requests, and closure reports.

• Excellent oral and written communication skills.
• Professional presence with strong interpersonal skills.
• Strong organizational skills and attention to detail.
• Ability to manage deadlines and prioritize tasks effectively.
• Comfortable communicating with customers, technical teams, management, and vendors.
• Experience facilitating meetings and working independently with minimal supervision.
• Ability to quickly learn new systems and interpret complex data for stakeholders.

Preferred Experience

• Hands-on experience with Accela or collaboration with Accela development teams/vendors.
• Experience working in or with a Community Development agency , especially in areas related to permits, inspections, or planning.
