Job Description and Duties

Under the direction of the Office Chief of Construction Engineering, a Senior Transportation Engineer, the Transportation Engineering  Technician will serve as Construction Safety Coordinator (CSC). The CSC is the point of contact to provide leadership, guidance and training  to Construction workers. The incumbent will be in charge of and perform a wide variety of duties to ensure that workers are following  established policies and safety regulations. The incumbent will develop, implement, and enforce department policies and procedures and  ensure compliance with the California Occupational Safety and Health Administration (Cal/OHSA) regulations, Caltrans Standard Plans and  Specifications, Code of Safe Practices, and the California Manual on Uniform Traffic Control Devices (CA MUTCD) to reduce the risk of  collisions. The incumbent will prepare comprehensive reports and correspondence, and conduct construction site visits, audits and  investigations to ensure compliance with applicable laws.

Working Conditions

Position located at 530 W 16th St, Suite D, Merced, Merced County.

Multiple positions may be filled from this recruitment.

The work environment is an open, modular cubicle setting in the Construction Division housed at the Merced Field Office. The office has  artificial light, climate control, low dust, and minute or no chemical exposure. The incumbent is required to visit construction field offices, project  sites and/or other departments or agencies and be in a vehicle for a period of time required to drive to the facility. Periodic out-of-town and outof- District travel is required. Workload may subject employee to night work, flexible hours and frequent changes of work hours and workdays.  Hardhat, safety vest, and eye protection must be worn at all times in the field.

Special Requirements

  • Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Familiar with highway construction operations and safe equipment operation so to advise the Resident Engineers of any safety concerns when  reporting on project reviews
  • Knowledge of contract administration practices and procedures, construction practices, and construction industry standards
  • Ability to communicate with the Division Chief, Office Chiefs and Construction Engineers in construction safety matters
  • Act as a technical adviser and coordinate the District's administration of contractor's safety compliance to insure the contract conformance with  all safety laws and regulations
  • Knowledge of State, Department, and Cal/OHSA rules and regulations
  • Knowledge of construction procedures, contract management, safety rules, regulations and guidelines concerning employee conduct and  safety
