Under the general direction of the Staff Services Manager II, the Immigration Specialist manages projects and assignments with state-wide impact related to immigration special projects; provides technical expertise and support on immigration, visa, and employment authorization issues to prospective employees, employees, supervisors, and managers; and coordinates with prospective employees/employees and various support offices to ensure compliance and timely processing of necessary applications and petitions. The incumbent is responsible for filing visa petitions on behalf of prospective employees and employees.Eligibility for hire may be determined by your score on the Staff Services Manager I exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Knowledge of the USCIS policies and procedures, California Department of Human Resources, and civil service rules, laws, and regulations governing the I-9 and Immigration Processes.
• 2+ years of experience in human resources, including the areas of Immigration and I-9 services processes associated with civil service hiring.
• Ability to work in a fast-paced environment.
• Ability to work under pressure with changing priorities, and to coordinate multiple tasks efficiently and independently to meet deadlines.
• Ability to work independently and with others.
• Strong organizational skills, manage multiple assignments, and meet deadlines within challenging time constraints.
• Experience analyzing, interpreting, and applying personnel laws, policies, rules, and processes.
• Strong verbal and written communication skills.
• Ability to identify and resolve the most complex, sensitive customer related issues.
• Ability to be innovative and present recommendations to management to improve business operations, and instilling a "think outside of the box" approach.
•Ability to clearly present complex information to DHR partners and departmental business partners.
