Job Title – MEAL Coordinator        

Duty station - Chișinău or Bălți or Comrat,

Salary range - 34 590,00 - 36 840,00 MDL gross

Based on the assessment of the candidate's knowledge, skills, abilities, and previous experience.

Education & Work Experience:

  • Master degree in social studies (e.g. sociology, statistics)/related fields
  • Highly qualified MEAL specialist responsible for independently managing the full cycle of monitoring and evaluation activities, ensuring efficient resource use, adherence to standards and policies, and alignment with project goals, budget, and schedule.
  • Minimum of 5 years of experience, including at least 2 years in MEAL activities and 2 years in a managerial role, preferably in the NGO/INGO sector with experience in civil society development or emergency programs; familiarity with donors like ECHO, EU, UN agencies, and CZDA, as well as capacity-building experience, is an advantage.
  • Analytical skills, experience and ability in analysing and presenting data, but also reflective thinking, and being able to understand the stories behind the data.
  • Report writing skills, being able to explain the insights, document field observations and information obtained through quantitative and qualitative methods and provide feedback to programme/project teams through clear reporting.
  • Stakeholders engagement, communication skills and team work, ability to engage, manage and deal with different internal / external stakeholders.
  • Technology and software related skills, ability to utilize computer packages and applications in data collection, data analysis, storage and dissemination.
  • Creativity, ability to adapt approaches, tools and methods to different programmes, project and activities; ability to involve innovations in order to get buy in of stakeholders and users of the MEAL system.
  • Availability, including ability to undertake regular field visits all over Moldova, if needed, few days in a row with overnight stays in different locations of Moldova.
  • Excellent command of English, Romanian and Russian

Throughout its presence in the country, PIN has been contributing to the development of the following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, Good Governance.

Position Overview: 

Under the overall supervision of the Head of MEAL, the MEAL Coordinator is responsible for designing, implementing, and monitoring the MEAL system at the country level, ensuring alignment with PIN policies, donor requirements, and established standards. They oversee the development and use of MEAL tools, support corrective actions when needed, and document lessons learned across projects. Additionally, the MEAL Coordinator leads the planning and reporting of project indicators, impact assessments, and evaluations, including mid-term and final reviews. They are also responsible for producing high-quality analytical reports and, in complex cases, handling and investigating feedback and complaints from beneficiaries, ensuring proper resolution.

Duties & Responsibilities:

  • Plan, coordinate, and implement MEAL activities, including developing frameworks, logframes, and reporting systems to track project progress.
  • Design, plan, and oversee MEAL activities such as baseline and endline studies, Post Distribution Monitoring (PDM), and evaluations, ensuring proper data collection and dissemination of findings.
  • Develop and maintain Indicator Tracking Tables (ITTs) and MEAL work plans, ensuring timely updates and consolidation of inputs from local partners.
  • Lead the preparation of data collection tools, train enumerators, facilitate surveys and qualitative research, and analyze data to generate actionable insights.
  • Conduct field visits, interact with partners and beneficiaries, assess project implementation, and support needs assessments and donor reporting.
  • Promote MEAL understanding, document lessons learned, conduct training sessions, and enhance the capacity of project staff and partners.
  • Develop and improve Community Feedback and Response Mechanisms (CFRM), ensure proper feedback collection and analysis, and integrate humanitarian principles into MEAL activities.
  • Collaborate with internal and external stakeholders, participate in relevant working groups, and ensure MEAL activities align with donor and organizational standards.
  • Identify key learning areas, mainstream learning within MEAL frameworks, and contribute to reflection workshops and knowledge-sharing initiatives.
  • Recruit and manage MEAL staff, conduct performance appraisals, and identify training needs to strengthen the team’s capabilities.
